Position Description
TARGET ENTRY SALARY: $94,480.06 - $103,928.06 DOQ
Under administrative direction, the Parking Division Manager plans, organizes, directs, oversees, and manages the operations, enforcement, and collections of the Parking System for the City of Clearwater.
This position analyzes trends and forecasts resource allocation and budget spending for a Division with a revenue in excess of $12 million and directs continuous audit of fine revenues in excess of $1.5 million collected.
Duties and Responsibilities
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
- Manages, directs, oversees, and supervises office and technical staff including employee selection, performance evaluations and counseling; provides leadership and direction for parking operations.
- Compiles, prepares, and develops scope of services for selection of parking consultants, negotiates terms of contracts, and provides management of consultants for various parking related studies including feasibility analyses, site analysis, restoration projects, and conditions appraisals.
- Develops and implements programs for the daily function of the parking system; Recommends parking policies, rates and programs to upper management and City Council.
- Directs the auditing of the daily revenue reports; prepares operating and CIP budget including revenue & fine projections; analyzes trends and forecasts resource allocation and budget spending.
- Researches and analyzes data to present detailed and comprehensive financial impact(s) and revenue forecasting; conducts research and prepares comprehensive reports, ordinances, and resolutions for upper management.
- Directs continuous audit of fine revenues in excess of $1 Million collected; develops statistics reports and authorizes overpayment refund requests through agency.
- Researches and prepares bid specifications and approves purchasing of all parking related products and services; reviews design plans, specifications, and pro formas and provides recommendations to various internal departments and developers.
- Prepares and presents parking related agenda items to the City Council; represents City with other governmental agencies at public meetings as well as providing media interviews and engagements.
- Responds to customer inquiries and/or complaints, both written and oral; provides highly skilled conflict resolution and direction.
- Performs other duties as assigned.
Minimum Qualifications
- Licenses, Certifications, and Equipment:
- A valid State driver's license is required.
CPP or PTMP (formerly CAPP) certification is highly preferred.

Education and Experience:
Bachelor's Degree in Management, Accounting, Business or a related field PLUS five (5) years experience in the management of a municipal parking system; OR an equivalent combination of education, training, and experience must be considered.
