The study showed that parking guidance noticeably improved garage efficiency by spreading the demand for spaces more evenly across all levels.  Instead of allowing the lower levels to fill completely, causing congestion and delay, drivers were able to bypass the full or nearly full levels and head straight for a vacant space.

According to Fowler, for parking guidance to be successful, accuracy is important. Drivers need to trust that when the system says there are vacant spaces available on the upper levels, there really are spaces available. Otherwise they stop believing the signs and start hunting on their own, causing congestion and delay.
