Orlando International Airport plans major parking garage expansions at Terminals A and C

The governing board of the Greater Orlando Aviation Authority (GOAA) has approved a revised approach to parking development at Orlando International Airport (MCO), setting out plans for major garage expansions linked to Terminals A and C.

The airport operator intends to plan and develop two large-scale projects: an expansion of the Terminal A parking garage combined with rental car facilities, and a similar garage and rental car expansion serving Terminal C. Together, the projects are expected to deliver approximately 8,000 additional parking spaces, significantly increasing on-site capacity.

The revised strategy follows the decision to remove a previously proposed consolidated rental car (ConRAC) facility from the airport’s Capital Improvement Program (CPI). According to the authority, the change allows the airport to focus on solutions that are more cost-efficient and can be implemented within shorter timeframes.

Commenting on the shift, Lance Lyttle, Chief Executive Officer of the Greater Orlando Aviation Authority, said the approach reflects feedback from passengers, tenants and the community. He noted that making better use of existing land and infrastructure would enable faster delivery of improvements, while keeping the customer experience a central priority.

Early design concepts for the Terminal A and Terminal C garage expansions include multi-story structures, with both facilities targeted to be operational by 2030.

Currently, the airport is already implementing several parking-related upgrades. Around 1,500 spaces in the Terminal Top Parking Garage are being converted into Reserved Parking, and a new Parking Guidance System is being rolled out across all four existing garages as part of a phased project valued at 13.9 million USD. The System will also be installed in the future Terminal A and Terminal C garage developments.

The Parking Guidance Technology is scheduled to become fully operational in the existing Garage C during the first quarter of 2026, with installations in Garages A, B and the Terminal Top Garage continuing through to summer 2027.

These initiatives form part of a broader investment programme at Orlando International Airport. The airport’s 5.9 billion USD Capital Improvement Program for the 2025–2030 Fiscal Year includes plans to expand parking capacity, upgrade baggage handling systems, develop new and refurbished gate areas, modernise Terminals A and B, enhance restrooms and seating, expand retail and food offerings, and deploy new technologies aimed at improving the overall passenger journey.
