Rome Fiumicino Targets 100 Million Passengers with €9 Billion Expansion Masterplan

The project will be entirely self-financed by ADR, requiring zero public funding.

Aeroporti di Roma (ADR) has unveiled an ambitious €9 billion ($9.8 billion) privately funded masterplan to transform Leonardo da Vinci–Fiumicino Airport (FCO) into a premier European mega-hub. The long-term sustainable development initiative aims to nearly double the airport’s annual capacity to 100 million passengers by 2046.

The project will be entirely self-financed by ADR, requiring zero public funding. The capital expenditure is split between €5 billion for brand-new developments and €4 billion for upgrading existing infrastructure.

Key additions include a massive new terminal building equipped with two piers and 76 boarding gates, adding capacity for 35 million passengers. The plan also introduces a new eastern fourth runway.

To mitigate the impact on local communities, ADR plans to shorten the current Runway 1 to significantly reduce noise pollution in nearby residential areas. Part of the old runway footprint will be converted into a public green and archaeological park.

ADR is currently seeking final government approvals, with an aggressive timeline to break ground within two years and complete the new runway by 2033 to handle the anticipated travel surge for the Vatican’s Holy Year.
