South West London moves closer to Carbon-Metered Parking
Following a recent public consultation in Richmond upon Thames Carbon-Metered parking would appear to be moving a step closer in South West London.
While the outcome of the consultation indicated strong opposition to the councils original proposals the council has responded by recommending significantly greater reductions for the least polluting cars but crucially is still recommending linking parking charges to CO2 emissions. The new recommendations go to the councils cabinet on 27 April and if approved could be in place by the summer.
The introduction of Carbon-Metered parking means that motorists parking within Richmond Councils jurisdiction could soon be offered variable parking tariffs, based on their vehicles CO2 emissions. Those using environmentally-friendly vehicles could pay 50 per cent less than currently, and it is estimated that well over 60 per cent of Richmond residents will either fall either into this category or will pay the same as currently. Those driving the most polluting vehicles will be charged more, with an increase to parking charges of 25 per cent, overall.
In order to use the service, individuals will be able to choose whether to apply for and use a pre-paid Richmond smart card, or to use RingGo which will calculate the variable tariffs automatically, as part of the phone payment process. Smart cards can be applied for on-line, whereas the RingGo service has the advantage of being able to be used on-demand and without pre-registration.
Cllr David Trigg, Cabinet Member for Traffic Transport and Parking on Richmond Council said:
Richmond Council started this process in 2007, when it became the first local authority ever to introduce residents parking permits which varied on a vehicles carbon dioxide emissions. At the time, the Council recognised that the ideal solution would be to extend the scheme to on- and off-street parking too, but this simply wasnt possible.
I am therefore extremely pleased that just two years later, it looks likely we will achieve this aim. As a Council we take Climate Change extremely seriously, and we want to send a strong message to motorists driving and parking their cars in Richmond that they need to consider the environmental impact of the vehicle they use.

We are obviously delighted that RingGos Carbon-Metered parking is likely to come to fruition, both off- and on-street in Richmond. DVLA database interrogation is an integral part of the RingGo service, so tailoring the service to include environmental emissions was something we considered from the start.
Innovation is at the heart of RingGo and its something were proud of. But simple ability to offer a service isnt enough. It takes a forward-looking Council, like Richmond to champion the benefits of our advanced technology before they can start to take effect. Given the overwhelming need to encourage positive choices in vehicle ownership and use, this development is arguably overdue. We are sure that where Richmond Council has led, many others will follow.
