A Growing Beach Destination with Rising Parking Demand

Located along Florida’s Gold Coast in Broward County, the City of Pompano Beach has transformed into a vibrant, year-round destination. Redevelopment along the beachfront has brought new restaurants, hospitality, and retail—driving steady growth in visitation and parking demand.

There was nothing here,” said Jeff Lantz, Parking Manager, City of Pompano Beach. “It was just an old library and a fire station. Now we’ve got restaurants, a hotel, and redevelopment everywhere.

The City manages approximately 2,200 parking spaces, most concentrated along the barrier island and beachfront corridor. Winter months bring a significant seasonal increase in demand.

It’s now a tourist area—big tourist area this time of year, said Jeff.Our population kicks up about 15% in the winter months.

That growing appeal was recently recognized when Pompano Beach was named a 2025 Tripadvisor Travelers’ Choice destination, highlighting it as one of the top-rated places to visit.

The City also benefits from its location within Broward County, home to some of Florida’s most visited beaches and a steady flow of regional and international travelers.

Despite its growing footprint, Pompano Beach’s internal parking team remains lean, making efficiency, automation, and data visibility essential.

Challenges

Enforcing a High-Turnover Beachfront Environment

With most parking located along a linear beachfront corridor and barrier island, enforcement coverage must keep pace with constant turnover.

In earlier years, enforcement methods were far more manual.

Back in the old days, you’d chalk a tire or walk routes,said Jeff.

The city needed a modern system that could scale across high-demand areas without increasing staffing.

Additionally, previous enforcement technology lacked robust reporting.

There were not a great deal of back-office reporting capabilities,said Jeff. “Not a lot of analytics built into it.

Supporting Visitor Payment Preferences

While mobile payments for parking have grown significantly, Pompano Beach continues to serve a diverse visitor base—including seasonal and international travelers.

A lot of our seasonal visitors are Canadian and they love using cash. When you’re out of the country, credit card fees can apply, and not everyone wants to download an app. The pay stations give them a simple, familiar option,said Jeff.

The city needed to maintain payment flexibility while ensuring enforcement and compliance remained seamless.

Managing Repeat Offenders Safely

As a busy tourist destination, the City also needed a more effective way to address habitual violators without exposing staff to unnecessary risk.

We needed something safer than a conventional boot,said Jeff.

LPR-Powered Enforcement for Efficient Coverage

He regularly reviews citation patterns and officer activity—not to create competition, but to ensure accuracy and effectiveness.

I like to see what operator is writing the most citations. There’s no competition here, but if you’re writing 50 citations and we’re having to void 40 of them, are you really that efficient?said Maribel Rodriguez, Parking Operations Coordinator, City of Pompano Beach.

UPsafety dashboards make that analysis simple.

On the dashboard, when you first log in, it shows you how many citations were written,Maribel added. “You can break it down per day, per week, per month, by who and by what type of citation.”

Day-to-Day Accountability and Oversight

For the City’s small team, data transparency supports consistency and accountability.

I check officer efficiency,” said Maribel.If they made any mistakes—wrong license, wrong violation, wrong location—we can see it.

I also check how many they wrote per day,she added.If they did three in the morning and then nothing for hours, and then picked it up right before they left—we can see that too. That’s very helpful, because we’re paying them.

UPsafety’s reporting tools also support monthly reporting and audit preparation, giving leadership confidence in the accuracy and defensibility of the enforcement program.

Turning Data into Smarter Decisions

For Pompano Beach, enforcement data isn’t just about tickets—it’s about planning.

Once we have a better grip on where we’re writing citations the most and what time of day that is, we can redeploy our enforcement team more efficiently,said Jeff.

The data also helps identify operational adjustments.

It might give you an idea—maybe you want to change a sign or put a sign where there isn’t one today,he explained.

These insights allow the city to adjust staffing, identify signage gaps, and evaluate policy improvements—using enforcement data as a management tool, not just a compliance tool.

The Barnacle has paid for itself over and over,said Maribel.

When deployed, customers can resolve their citations digitally and receive an immediate release code.

Once they pay, it sends them a code, said Jeff. “They remove the device and return it. We don’t even need to be there.

This improves collections while significantly reducing risk to enforcement staff.

Using The Barnacle and its integration with T2’s UPsafety is a much safer way to go than a conventional boot,he added.
