Tallinn Airport Awards €66.6 Million Contract for Major Terminal Expansion

Tallinn Airport is moving ahead with a major expansion of its passenger terminal after awarding a construction contract worth approximately €66.6 million to Tallinna Ehitustrust OÜ and Ehitustrust OÜ.

The project is designed to increase the airport’s annual passenger capacity to as many as five million travellers and forms part of a wider development programme running between 2025 and 2029. Major construction work inside the terminal is expected to begin in early 2027 and take approximately 31 months to complete.

New Terminal Space Planned on Existing Parking Area

One of the most significant changes will be the construction of an additional terminal section on the site of the current parking area located between the passenger terminal and the public transport terminal.

The new section will accommodate facilities for arriving passengers, including baggage reclaim and additional baggage carousels. It will also introduce new retail and food and beverage areas, together with two additional boarding gates.

The aircraft parking and servicing area adjacent to the terminal will also be enlarged to support operations at the new gates.

Elsewhere in the terminal, border control and departure gate areas will be expanded to provide additional capacity for non-Schengen traffic and help manage passenger flows during busy periods. Existing shops and restaurants are also scheduled for refurbishment.

Expansion Responds to Rising Passenger Numbers

Tallinn Airport’s existing passenger terminal was originally designed to handle around 2.8 million travellers annually. Passenger volumes have since moved considerably beyond that level, increasing pressure on several parts of the facility.

The expansion is intended to provide the infrastructure required for continued passenger growth while supporting Estonia’s longer-term aviation objectives. The Estonian government has set a target for Tallinn Airport to reach five million annual passengers and offer at least 60 scheduled destinations by 2030. Around 3.5 million passengers used the airport in the previous year.

Construction will take place while Tallinn Airport remains fully operational. Both passenger terminal activities and air traffic are expected to continue throughout the development period, although temporary changes to passenger routes and facilities may be required as different phases of work progress.

The airport is also located alongside other major transport developments in Tallinn, including the planned Rail Baltica terminal and the wider transformation of the nearby Ülemiste transport hub.
