The ClipCard® system – European Commission in official visit in Cannes the 5th of December 2003.

The ClipCard®’s project (within the IST programme from the European Commission) is underway and has started in Cannes (France) on the 25th of September 2003 and in Ventimiglia (Italy) on the 20th of October 2003. After 2 months of real life trial, we have already the opportunity to identify first results.
clipcard.jpgThe trials have helped better understand all challenges related to go electronic for Public Administrations.
We have learnt to improve our approach in term of organisational process, task management and training during these implementations in the two cities.

The “Service du Stationnement Payant” (Paying Parking Service) from the city of Cannes explains ClipCard® has clearly contributed to make a strong evolution of the core tasks of the Polices Forces. Since the Traffic Wardens are using the ClipCard®’s PDA, they are considered as a modern Police in full adoption of new information technologies. In addition, the Agents do not wish to come back to the paper based traffic ticket mainly because their job is much more facilitated by the automatic collection of data. The human aspect is emphasised through the principle of indulgence which could help cancelling the entry of charge if the offender comes back to his vehicle while the traffic Warden is issuing the ticket. Moreover the ClipCard®’s innovation is promoted from the Local Police to the National Police

From now on, ClipCard® enters a strategy with larger scale, supported by the French Interior Minister Mr Nicolas Sarkozy who declared recently « the ClipCard® system will help increase important efficiency because Traffic Wardens will not have to manually collect data’s. I support this initiative, I can only support such this initiative and my Cabinet is fully aware of this project ». The European Commission is particularly satisfied with the follow up of the project which is going through a commercial phase in which she will keep a significant part of responsibility. « this deployment is scheduled through Italy and United kingdom but also several other important European cities» Mr François-Pierre Le Page, Vice President Marketing & Sales Europe of the Company explains.

The European Commission, represented by the Administrators of the two “eGovernment” units and "eTen" from the Directorate General Information Society are moving to Cannes the 27th of November 2003 on the invitation of the Deputy-Mayor, Mr Bernard Brochand, who also invited most of the concerned parties (Monsieur le Prefet, Monsieur le Procureur de la République, le Conseil Général des Alpes Maritimes, the Nice Chamber of Commerce and Industry, les Officiers du Ministere public, les représentants de la Tresorerie Générale des Alpes Maritimes, the city of Ventimiglia, the Police Syndicates, The Tobacconists Syndicate, and the ClipCard® distribution’s partners.
