Background
Located on the western Ligurian Riviera, Imperia is a city with a complex morphology, nestled between the sea and the surrounding hills. This configuration, typical of Liguria, limits available flat space and makes mobility and parking management a strategic challenge for the local administration.
In recent years, the city has embarked on a major urban redevelopment process aimed at improving connections between the city center, residential areas, and the Porto Maurizio tourist marina. The development of the port area has significantly increased the city’s tourist appeal, generating a growth in visitors, boaters, and seasonal users flows. This increased in demand has required a rethink of the city’s parking infrastructure, carried out by Gestopark, the operator managing services and facilities on behalf of the Municipality of Imperia.
Before HUB Italia’s intervention, the parking system was fragmented and inconsistent: car parks were managed with different technologies and suppliers, a scenario that made operational management complex and prevented centralized control of flows. The project therefore involved the complete centralization and technological unification of the facilities through the implementation of the Jupiter and JMS platforms.
Today, the system includes 6 paid parking facilities, located in strategic points throughout the city:
- 3 on-street: Molo Salvo, Molo San Lazzaro, Amadeo
- 3 underground: Stazione, Angeloni, Toscanini
The infrastructure has been designed to ensure a simple and intuitive parking experience, even within a complex road network such as that of Liguria. All car parks are equipped with modern access systems, and some areas include differentiated configurations.

Solution
The project carried out for the Municipality of Imperia represents a concrete example of urban mobility transformation through an integrated approach, capable of combining physical infrastructure, software platforms, and digital services into a single centralized ecosystem.
Developed in close collaboration with Gestopark, the project involved the implementation of HUB Jupiter technology across all six city car parks, with the goal of standardizing previously heterogeneous systems and creating coordinated and efficient management. The installation ensured operational continuity: the new systems were activated in parallel with the existing ones, with a gradual transition without disruption to users. From an infrastructure perspective, every detail was designed to optimize time and interventions, reducing the impact of construction and installation activities.
A central element of the solution is the JMS management system (Janus Management System), installed on the Municipality’s virtual infrastructure and designed to provide fully centralized control. Through a single interface, operators are able to monitor in real time the status of all parking facilities, verify access and occupancy flows, intervene quickly when needed, and analyze historical data. The advanced reporting tools transform operational data into strategic insights, supporting decisions related to traffic management and the city’s future development.
Centralization is further strengthened by a distributed backup infrastructure across each car park, ensuring operational continuity even in the event of a connection interruption with the central system.
The system comprises 15 entry and exit lanes and 6 APC automated payment stations, all integrated with license plate recognition (LPR) technology, enabling smooth and automated flow management adaptable to different user types and usage modes.
The user experience has been designed to be simple, fast, and as frictionless as possible. Users can access the car parks via tickets, Telepass, or – in the case of subscribers – through automatic license plate recognition, in a completely hands-free mode. In specific contexts, such as access to marina parking areas for guests and boaters, QR code-based systems have also been introduced for temporary access.
Inside the car parks, users benefit from an AGLA variable message VMS panel system showing real-time parking availability, both at parking entrances and through a network of 16 information panels distributed across city’s main junctions and integrated with JMS. The system directs traffic toward areas with greater availability, reducing congestion and search times. The Amadeo car park features a Parking Guidance system at the single-space which further facilitates parking, reducing both time and stress.
The payment process is equally flexible. Users can pay at automated payment stations or directly at exit terminals via card or mobile payment, avoiding intermediate steps and speeding up the outflow. At exit, integration with Telepass and LPR provides a hands-free experience for subscribers and registered users.
Integration with the MyGestopark app ensures proper use and accessibility of on-street parking spaces. In addition to being used for payment, the app allows users to purchase and/or renew their subscriptions.
The usability of the JMS platform has proven to be a key element in enabling the operator and the Municipality of Imperia to operate efficiently and to concretely perceive the value of the service provided to the community.
