A Smarter Approach to Parking Enforcement

In April 2023, the Belváros-Lipótváros Public Service and Government launched a project to improve parking enforcement efficiency while lowering operational costs. They needed a solution that integrated with existing systems, streamlined inspections, and provided real-time feedback for inspectors.

They found the answer in Adaptive Recognition’s Carmen® Mobile ANPR application, a technology that enabled faster, more accurate vehicle checks without increasing workforce demands.

The Challenge: Slow, Labor-Intensive Inspections

Traditional on-foot inspections were time-consuming and limited in coverage.
The district needed to:

Implementation Timeline:

• April 2023 – Concept development, focusing on electric scooters for inspections.
• September 2023 – Live testing with parallel pedestrian and scooter-based enforcement.
• February 2024 – Full-scale implementation, with all inspectors using Carmen® Mobile.

By equipping inspectors with electric scooters and Carmen® Mobile, they could scan license plates instantly, receiving immediate feedback on parking violations. Alerts—such as red plate highlights, vibrations, or beeping sounds—ensured quick and precise decision-making.

Results: 3x Faster Parking Enforcement

The impact was immediate and measurable:

  • 300% efficiency increase – One scooter-based inspector covered the same area as three on-foot inspectors.
  • Lower operational costs – Fewer inspectors were needed while maintaining enforcement quality.
  • Instant feedback – Real-time alerts improved response time for violations.
  • All-weather capability – Combining scooters and car-based inspections ensured year-round efficiency.
  • Better oversight – Digital tracking allowed for improved inspector performance monitoring.

By February 2024, the Belváros-Lipótváros district had fully transitioned to the new system.
