Flash: Express Pay Enters Its Next Stage of Growth
More locations, more drivers, and growing adoption are turning Express Pay into THE connected parking network.
Two years ago, Flash and Arrive launched Express Pay to make parking simpler. Activate once through ParkMobile or ParkWhiz, then use your license plate to enter, exit, and pay automatically, no ticket needed.
What began as a faster, simpler parking experience is now scaling into a connected parking network. As more drivers and locations join, the network becomes more valuable to both.
We are taking stock of how the network has grown, what we are learning from drivers and partners, and where Express Pay is going next.
More locations, drivers, and usage
The momentum is visible across every part of the network.
The Express Pay location footprint continues to expand. The active garage network has grown 5.2x over the past 12 months, including 2.5x growth in the past six months.
More drivers are enrolling. The enrolled driver base has grown 4.6x over the past 12 months and nearly doubled in the past six months.
Usage is accelerating. Monthly Express Pay transactions have increased 4.75x over the past 12 months and more than doubled in the past six months.

A faster experience drivers keep choosing
The growth in adoption is driven by two things: speed and repeat use.
Three seconds in the lane. Express Pay is 5x-10x faster than a traditional parking transaction. Since your license plate serves as the parking credential, there is no ticket to pull, app to open at the gate, or pay station to visit on the way out.
Drivers keep choosing it. Among returning drivers, 99% use Express Pay again. Once activated, the experience is ready, and preferred, whenever they return to a participating location.
Express Pay combines a faster parking transaction with lasting driver preference.
Growing with leading destinations and operators
Express Pay is now live at hundreds of garages across markets including Miami, Washington, D.C., and Philadelphia, with marquee locations such as Denver International Airport, Miami Worldcenter, and Embarcadero Center. The network spans commercial real estate, shopping and mixed-use destinations, airports, and municipal parking programs, supported by operators such as Parkway, BexPark, Interpark, and Reimagined Parking.
Across these settings, partners are using Express Pay to improve both the arrival experience and parking performance.
Miami Design District shows what that can deliver. For many visitors, parking shapes the first and last impression of the destination. After implementing Express Pay, the District created a faster, more seamless arrival and departure while increasing parking revenue by 17% without raising rates, driven by more complete revenue capture.
“From the guest experience, it’s created a frictionless, seamless parking experience. And from an operational standpoint, we’ve seen double-digit growth"
Andrew Peach, General Manager, Miami Design District
A familiar signal across apps and garages
Express Pay is built in partnership with Arrive, the parent company of ParkMobile, so drivers can access it through apps they already use. Drivers can activate through either Parkwhiz or Parkmobile before or after arriving, linking their vehicle and payment method once for use throughout the network.
Together, we are establishing the blue Express Pay mark as a familiar signal of convenience across digital and physical touchpoints. Whether drivers see it in an app or at a garage, the mark communicates the same promise: Express Pay is available for a ticketless parking experience, with payment handled automatically.
Enroll in Express Pay through ParkWhiz or ParkMobile before arrival, or scan the QR code at a participating garage.
Improving adoption while preserving choice
Express Pay was built around flexibility for both operators and drivers. Unlike many camera-based payment solutions, it does not require a single operating model or payment flow.
Operator choice. Operators decide which payment methods to support and how Express Pay works at each garage – whether just Express Pay parkers experience seamless entry, or every parker gets a seamless-in experience with controlled exit for all drivers.
Driver choice. Express Pay remains available alongside tickets, credit cards, and other payment methods, allowing drivers to choose the option that works for them.
That flexibility has not slowed adoption. The share of transient drivers choosing a digital payment experience has doubled since the beginning of the year. We are building on that momentum through offsite activation, clearer signage, a more visible Express Pay mark, and smoother validation flows.
The next phase of growth
Our vision is for Express Pay to become a familiar part of the arrival experience across the country.
The next phase is about bringing Express Pay to more locations, while improving every step from activation through exit. Each new location makes the network more useful to drivers and more valuable to owners and operators.
The destination should be memorable, and parking should fade into the background. That is the future we are building with Express Pay, and we invite more owners and operators to be part of it.
