Urbiotica: Wrocław Implements Poland’s First Pay-By-Space System With Cameras and Connected Parking Meters

The efficient management of regulated parking continues to be a challenge for many European cities. In this context, the city of Wrocław has launched Poland’s first pay-by-space system, as part of a pioneering project aimed at improving the effectiveness of parking enforcement and optimising the use of public space.

The project has been implemented together with PM3D, the company responsible for deploying and integrating the solution within the city’s parking infrastructure. PM3D played a key role in coordinating the project and ensuring that the technology was effectively adapted to the operational and regulatory needs of the city.

The deployment has been carried out on Mennicza Street, an area in the city centre where smart space-detection camera technology developed by Urbiotica has been combined with Flowbird’s network of parking meters. This integration enables automatic verification of whether a vehicle has correctly paid according to the parking space it occupies.

The pay-by-space model requires the user to declare the exact number of the parking space in which they have parked, either at the parking meter or through a mobile app. This level of precision makes it possible to detect non-compliance more reliably, reducing the margin of error and increasing the efficiency of enforcement operations.

With this solution, Wrocław takes an important step towards more modern parking management, opting for technological tools that improve the productivity of enforcement staff, reduce fraud, and provide a clearer experience for citizens. In addition, as it is a system based on computer vision, it does not require the installation of physical elements in each parking space, which facilitates deployment and minimises intervention in the urban environment.

This project marks a turning point in the city’s approach to parking regulation and highlights the importance of collaboration between cities and technology providers to successfully deliver innovative mobility solutions. It also confirms the potential of the pay-by-space model as an effective way to move towards more efficient, digital and data-driven urban mobility.
