WPS Canada Supports Major Parking Development at UTSC

The Project Forms Part of the New Retail and Parking Commons.

WPS Canada has been awarded a major new parking project at the University of Toronto Scarborough Campus (UTSC) as part of a large-scale campus development and modernization programme. WPS will operate as a subcontractor to EllisDon, the global construction company responsible for the project.

New Retail and Parking Commons

The project forms part of the new retail and parking commons, a six-level parking structure with retail and office space on the ground floor. The facility will be connected via an underground tunnel to a neighbouring academic building currently under construction. Completion is scheduled for June 2026.

Once complete, the new structure will provide:

  • 1,084 parking spaces, including 25 accessible spaces
  • 217 electric vehicle charging stations
  • Dedicated bicycle parking
  • Integrated wayfinding and occupancy guidance throughout the facility

Smart, Integrated Parking Technology

The new parkade will be equipped with a fully automated parking solution designed to support smooth traffic flow, efficient operations, and a positive user experience. The facility will feature two pay-on-foot stations, along with four entry lanes and five exit lanes to accommodate peak demand. All lanes will be fitted with ParkAdvance+ stations, combining License Plate Recognition (LPR), RFID access card readers, and CCTV to support secure and flexible access for different user groups. In addition, the parkade will be equipped with a Park Assist Solution from WPS partner TKH Security, including variable messaging signage and twelve smart counting cameras that monitor and display real-time vehicle occupancy on each level.

Upgrading Existing Gated Surface Lots

In addition to the new construction, WPS will replace and integrate existing parking equipment across four gated surface lots on campus (Lots B, C, G, and J), covering 14 lanes in total. These include RFID-only lanes for permit holders as well as mixed-use lanes for both permit and transient parkers.

A key part of the project is the integration with the university’s existing permit management system, AIMS by EDC Corporation. Previously, this system was not integrated with the gated parking equipment, requiring manual permit handling. With the implementation of WPS’s Open & Adaptive solution, the university can now unify its permit database and streamline day-to-day parking operations.

The construction of the new parkade provided the University of Toronto Scarborough Campus with a natural moment to reassess and modernize its parking operation. With a growing campus, diverse user groups, and increasing demands around accessibility, sustainability, and operational efficiency, the university required a solution that could support both current needs and long-term development.
